On the Form and Deadlines for Submitting Reports by Religious Organizations on Their Activities


In order to ensure implementation of paragraph 4 of Article 26 of the Law of the Kyrgyz Republic “On Freedom of Religion and Religious Organizations in the Kyrgyz Republic” dated 31 December 2008 No. 282

I HEREBY ORDER:

  1. To approve the Regulation on the forms and deadlines for submitting reports by religious organizations on their activities to the State Commission for Religious Affairs of the Kyrgyz Republic.
  2. To publish in the media the Regulation on the forms and deadlines for submitting reports by religious organizations on their activities to the State Commission for Religious Affairs of the Kyrgyz Republic to ensure that religious organizations and stakeholders are widely informed.
  3. Head of departments of the State Commission for Religious Affairs shall conduct extensive explanatory work on this order among religious organizations.
  4. The Department for Legal Support and Personnel Service shall supervise the implementation of this order.

On Amending Order No. 4 of 28 January 2012 “On the Form and Deadlines for Submitting Reports by Religious Organizations on Their Activities”


In order to optimize and improve cooperation between the State Commission for Religious Affairs of the Kyrgyz Republic and religious organizations for the implementation of part 4 of Article 26 of the Law of the Kyrgyz Republic “On Freedom of Religion and Religious Organizations in the Kyrgyz Republic”

I HEREBY ORDER:

  1. To amend and supplement the Order No. 4 of 28 January 2012 with regard to the Regulation on the Form and Deadlines for Submitting Reports by Religious Organizations on Their Activities set forth in the text in Annex 1.
  2. To approve reporting forms 1,2,3,4,5,6 according to Annex 2.
  3. The Department for Examination and Registration shall inform the registered religious organizations about the changes in this Regulation from the moment of signing the Order and accept reports of religious organizations in accordance with the new Regulation.
  4. I shall personally supervise the implementation of the order.

ANNEX 1

 REGULATION on the Forms and Deadlines for Submitting Reports by Religious Organizations on Their Activities


This Regulation on the Forms and Deadlines for Submitting Reports by Religious Organizations on Their Activities (hereinafter the Regulation) has been developed in accordance with the requirements of paragraph 4 of Article 26 of the Law of the Kyrgyz Republic "On Freedom of Religion and Religious Organizations in the Kyrgyz Republic", and is aimed at ensuring cooperation between state bodies and religious organizations in carrying out religious activities by religious organizations and ensuring the right to freedom of religion in the Kyrgyz Republic.

Religious organizations (spiritual boards, unions, conferences, missions, religious societies, centers, religious educational institutions, mosques, churches, synagogues, prayer houses, monasteries and others) shall submit reports in electronic form to the official electronic address of the authorized body for religious affairs with subsequent submission in the form of a written report with relevant annexes and tables.

In the event that a religious organization has a structural subordination (to unified spiritual directorates, unions, centers, etc.), reports are submitted through a central religious organization for each structural unit.

A report on the activities of religious organizations shall be submitted annually to the State Commission for Religious Affairs of the Kyrgyz Republic no later than 1 March of this year.

A report on the activities of religious organizations shall be submitted in free format providing information on the items listed below, as well as in the form of tables in accordance with Annexes 1,2,3,4,5,6.

The written report should reflect the areas of activity of the religious organization in accordance with its adopted statutes.

The following issues should be reflected in the written report:

  1. Information on registered religious organization (Full name of a religious organization, central organization (if any), location (legal and current address), contact phone numbers, fax, date of registration by the authorized body for religious affairs, number of record registration certificate, TIN of the organization, OKPO code). To be completed in accordance with Annex No. 1
  2. Information on head and employees involved in religious activities. (Last name, first name, middle name, date of birth, number and series of passport, date of issue and issuing authority, citizenship, registration address, actual address of residence, previous place of work). To be completed in accordance with Annex No. 2
  3. Information on education of head and employees involved in religious activities. (Full name, position, secular education: specialty; educational institution; graduation date, theological education: educational institution; graduation date, ground on which he/she is appointed head (employee) of a religious organization (date and number of minutes of the meeting of a religious organization (facility)), mobile, work phone). To be completed in accordance with Annex No. 3
  4. Information on mass events held by a religious organization (Name of the event, date and place of the event, authority with which the event was agreed upon (date, number of the outgoing document), purpose of the event, results of the event, invited foreign citizens, full name and contact details of the organizing committee). To be completed in accordance with Annex No. 4
  5. Information on measures to eliminate violations of the legislation of the Kyrgyz Republic by a religious organization (Name of a religious organization, legal and actual address, contact information, warnings and instructions from state authorities related to violations of the legislation of the Kyrgyz Republic, measures to eliminate these violations, notes). To be completed in accordance with Annex No. 5

6. Information on financial flows of a religious organization. (Name of a religious organization, legal and actual address, contact details, external receipts (organization or individual, amount received), internal receipts (amount), expenses (charity, housekeeping needs, other expenses), notes. To be completed in accordance with Annex No. 6

7. Spiritual boards, unions, associations, conferences and religious organizations having structural units (branches) shall provide information on the number of structural units, as well as information reflected in clauses of this Regulation.

8. When training spiritual workers abroad or sending parishioners to religious organizations abroad (including heads of religious organizations), full information shall be provided on where and with what purpose a head, employee or parishioner of a religious organization was sent as well as period of their stay abroad.

9. If a foreign citizen is invited to a religious organization to carry out religious activities, information shall be provided indicating full name of a foreign citizen, country of permanent residence and period of stay in the territory of the Kyrgyz Republic, as well as brief information on the work carried out by him/her in a religious organization.

10. If religious literature or audio-visual products have been published by a religious organization, the report shall indicate the circulation of the publication and its name. When a religious organization receives religious literature as well as audio-visual products, the report shall indicate the volume, name, date of receipt and from where the religious literature arrived.

11. When a religious organization organizes television and radio programmes, information shall be provided on the date and time of the broadcast, as well as where the television or radio programme was broadcast.

12. If a religious organization publishes its own newspaper, bulletin, journal, the name of the publication, circulation, periodicity, date and number of registration of the periodical publication shall be indicated.

13. If a religious organization carries out production and economic activities, the type of production and economic activities and their volumes shall be indicated.

14. A religious organization shall indicate the number of full-time employees (or engaged on contract) of a religious organization and their positions (Annex No. 2, No. 3).

15. If a religious organization organizes religious schools or courses, the information shall be provided on the number of trainees and complete data of teachers indicating the religious education they have received.

16. Religious educational institutions, along with the clauses of this Regulation, shall provide the following information:

-qualitative composition of teachers;

-number of trainees;

17. Reports to state statistics and tax authorities shall be submitted in accordance with the legislation of the Kyrgyz Republic.

18. Report on the activities of a religious organization shall be submitted in the state or official languages.
