On 28 March 2019, as part of the state visit of the President of the Russian Federation V. Putin to Kyrgyzstan, a Memorandum of Understanding was signed in Bishkek between the State Commission for Religious Affairs of the Kyrgyz Republic (SCRA KR) and the Federal Agency for Ethnic Affairs of the Russian Federation (FADN RF).

The purpose of the Memorandum is to cooperate in preventing any form of discrimination based on religious affiliation and preventing the dissemination of radical and extremist ideas in accordance with the laws of their States. The document was signed by Z. Ergeshov, Director of the SCRA KR and I. Barinov, Head of the FADN RF.
